Modifying mufflers to be louder is illegal in Washington, but enforcement is difficult

Officers must observe the vehicle to write a ticket

Tim Halloran, who lives in downtown Vancouver’s Smith Tower, is accustomed to sleeping through noise from the nearby freeway. But the racket emitted by some cars jolts him from sleep, sometimes several times a night.

Halloran isn’t the only Vancouver resident frustrated by drivers who think it’s cool to modify their cars to be loud.
