Letter: Why are encampments allowed?

After reading letters from readers about homelessness and the article about harassment on the homeless, I wanted to share my thoughts (“Harassment and violence toward Clark County homeless on rise,” The Columbian, Jan. 9).

I feel overwhelmed with the homeless population and how to help them. Also I feel overwhelmed by the garbage and filth that lay in plain sight. The Interstate 205/Mill Plain southbound exit is absolutely horrendous. It started probably six months ago or more with a homeless person. It’s growing with more people and so much garbage it’s sickening. I feel horrible for the businesses, schools and homes around there.

Why is this allowed? Why aren’t they not held responsible for cleaning up this area? I see grown men standing around, hands in their pockets, smoking cigarettes and visiting. I believe this brings frustration and anger to people who drive by this. Plus, watching this campsite be allowed to grow into this dangerous and destructive environment. Something needs to change.
