Steigerwald Lake can be seen Tuesday morning at the Steigerwald Lake National Wildlife Refuge. The refuge, on the eastern side of Washougal, will undergo major changes in the next two years as part of an ambitious project to reconnect 960 acres of flood plain with the Columbia River and Gibbons Creek.
