NCAA committee pitches rules to speed up games

OMAHA, Neb. (AP) — The NCAA Baseball Rules Committee is recommending a 20-second limit between pitches with no runners on base, hoping to speed up play.

The committee also wants to limit time between innings to 90 seconds in non-televised games. Both rules were used on an experimental basis at the Southeastern Conference tournament in May.

The committee would like the rules put into effect in 2011.

The NCAA didn’t specify penalties. At the SEC tournament, where no violations were reported, a pitcher risked having a ball added to the count if he took too long. A batter who stepped out of the box within five seconds of the clock expiring risked having a strike added.

A team offending the between-innings limit also faced having a ball or strike imposed.
