WASHINGTON (AP) — The Republican in line to lead the House budget committee says the GOP needs a “better Senate” and President Barack Obama out of office before they can fully scrap Democrats’ health care law.

Rep. Paul Ryan of Wisconsin says that House Republicans will move forward with a “repeal and replace” strategy to dismantle Democrats’ legislative achievement. But he acknowledges that with Democrats in charge of the Senate and Obama in the White House, it’s a tough path to scrap the law before 2013.

Ryan says that Tuesday’s elections were “an electoral repudiation” of the Democratic agenda and that Republicans are ready to cut spending and force the Obama administration to make tough choices.

Ryan appeared Sunday on “Fox News Sunday.”
