SPOKANE, Wash. (AP) — The Spokane City Council rejected an 8 percent increase in water rates, but a hike is still possible next year.

The Spokesman-Review reports (http://bit.ly/pEHJ47 ) a majority of the council appeared to favor raising revenue Monday but disagreed on how best to do it.

Utilities Director Dave Mandyke says officials are going back to the drawing board to work on a rate hike proposal that would pass the council.
