Sex offender update

A convicted sex offender who victimized young girls has moved to the 14100 block of Southeast 12th Street in Cascade Park.

Randy Daryl Allen, 24, is classified as a Level 3 sex offender, the group of about 50 in Clark County who are considered most likely to commit new sex crimes, according to a bulletin from the Clark County Sheriff’s Office Sex Offender Registration Unit.

Allen has been convicted of first-degree child molestation, for molesting an 11-year-old girl; and third-degree child molestation for, at age 19, having consensual sex with a 14-year-old girl, the bulletin said.

He is white, 6 feet tall and 195 pounds, with blond hair and blue eyes.

He drives a green 2001 Kia Rio; its Washington license was not provided in the bulletin.

He’s not being sought by police, but is being monitored by the sheriff’s unit and the Sex Offender Tracking Unit of the Vancouver Police Department.

The Columbian’s policy is to publish a story and photo when Level 3 sex offenders move to or change addresses in Clark County, or become homeless here.

By constitutional law, convicted sex offenders after serving their prison sentence generally can live where they choose, unless there’s a special court order.
