WASHINGTON (AP) — Two lawmakers who want the NFL to test players for human growth hormone say their union may be using “stall tactics” to avoid putting the test in place.

The congressmen have expressed their frustration in a letter to the league and the union.

California Republican Darrell Issa (EYE’-suh) and Maryland Democrat Elijah Cummings say the union hasn’t provided an adequate justification for refusing to allow blood samples to be collected. The lawmakers say they’ll follow up unless there’s progress toward a resolution.

Issa heads the House Oversight and Government Reform Committee. Cummings is the committee’s top Democrat.

Two weeks ago, they met with both sides and said there was a deal to begin collecting blood for testing. But the union has since told the NFL to hold off.
