LONGVIEW, Wash. (AP) -- Can a county block the use of septic sludge as fertilizer?
The state Ecology Department says no. It sued Wahkiakum County in May, saying a county ordinance is unconstitutional because it conflicts with state regulations.
County commissioners passed an ordinance after residents complained about plans by a Long Beach septic company's plan to spread biosolids on a Grays River farm.
