SCAPPOOSE, Ore. (AP) — Oregon State Police say a Vancouver man was standing or walking on Highway 30 near Scappoose late Tuesday night when he was struck from behind by an SUV and killed.

He’s identified as 25-year-old James C. Whitehorse. Police say is alcohol use is a possible factor in the accident.
