Man faces new charge of alleged prostitution of girl, 15

A Vancouver man already in jail for alleged prostitution of a 14-year-old Vancouver girl faces new charges that allege there is another victim: a 15 year old girl from Tacoma.

Ricky D. Horn, 18, now faces two counts of promoting commercial sexual abuse of a minor following a first appearance hearing on Friday.

Horn was first arrested on April 28 on suspicion of allegedly prostituting the 14-year-old girl about 15 times, where she had sex with two males and robbed the johns of their money during the other instances, according to court record. Kelsey L. Vestal, 26, faces the same charge for corroborating the crime and court records state she threatening the girl that if she didn’t comply, she would regret it.

After Horn’s arrest, a 15-year-old girl told detectives that at the beginning of April Horn brought her to Vancouver from Tacoma to commit “numerous acts” of sexual contact with men for money, according to the probable cause affidavit.

Detectives then found text messages on Horn’s phone that were indicative of the prostitution and listened to jail phone calls indicating Horn’s involvement with the 15 year old, the affidavit states.

Court records show that no new charges have been filed against Vestal.

Horn is scheduled to be arraigned on the new charge on June 14.

Horn and Vestal remain in the Clark County Jail.
