Letter: Origin of appropriation bills clarified

Thomas Sowell, in his Oct. 8 column “Inarticulate Republicans must clarify their message” stated, “the Constitution gives the House of Representatives the responsibility to originate all the spending bills.” The fact is the Constitution says that all revenue bills must originate in the House. Revenue bills in this context is tax legislation.

Spending bills originate in both House and Senate and are called appropriations bills. A quick search of the Library of Congress Thomas, http://thomas.loc.gov/ will yield numerous appropriation bills originating in the Senate.
