The Keystone pipeline, rejected again by the U.S. Senate, is expected to be resurrected by the Republican majority in January. This would be a good time for Sen. Patty Murray, D-Wash., to negotiate a deal with the Canadians and the president: The United States allows the Keystone right-of-way and Canadians allow shared use of the new pipeline for delivery of North Dakota crude oil south to Gulf refineries, thus negating the need to ship it by rail tank cars over the Rockies and down the Columbia Gorge to Vancouver.
