At least 15 people indicted in heroin case

PORTLAND — More than a dozen people have been indicted on federal charges in a heroin investigation that led to 20 search warrants served Wednesday in Oregon and Southwest Washington.

At least 15 people are accused of possessing and distributing heroin between October 2014 and February, according to a federal indictment unsealed Wednesday. The amount ranges from at least 100 grams to more than 1 kilogram.

Several names and charges were redacted from the indictment, and as many as 21 people could face charges in the case, court records show.

The known suspects are: Christopher Guillen-Robles, 20; Geovany Munoz, 19; Alexis Guillen-Robles, Misraim Israel Briones Pasos, 31; Jose Luis Mamani-Vidal, Melchor Luna Rodriguez, 32; Miguel Garcia Flores, 29; Francisco Rodriguez-Esqueda, 26; Cory Allyn Jaques, 37; Mary Elizabeth Henlin, Joel Orozco-Estrada, 20; Jose Mata, 27; Jose Najar-Celis, 21; Oscar Lnu, 29; and Fabian Gonzalez-Avila, 21. They face accusations of possession of heroin, distribution of heroin and possession with intent to distribute heroin.

Jaques also is accused of distributing oxycodone and heroin between June 2014 and August 2014, the indictment said. The group was indicted on Feb. 3, court records show. Where they all are from has not been listed.

Thirteen people were arrested in raids on homes and buildings in Portland, Gresham, Beaverton, Vancouver and Ridgefield.

Seven people appeared Wednesday in U.S. District Court in Portland — Henlin, Jaques, Briones Pasos, Luna Rodriguez, Mata, Najar-Celis and Lnu — and pleaded not guilty. They were among the people arrested earlier in the day and were all ordered to remain held in jail. The other defendants will appear in court on a later date.

The DEA and U.S. Attorney’s office have not released further details on the investigation.
