18-year-old Oregon man in court in injury crash

Teen accused of DUI in Washougal incident

An 18-year-old man suspected of driving under the influence when he allegedly caused a head-on collision in Washougal made a first appearance Wednesday in Clark County Superior Court.

Filipp N. Yukhimchuk of Happy Valley, Ore., appeared on suspicion of vehicular assault in connection with the Tuesday afternoon crash in the 600 block of Southeast Vernon Road.

The driver of the other vehicle, identified in court records as Christian S. Monks, suffered multiple broken bones, including his left arm and left leg, and was taken to PeaceHealth Southwest Medical Center in Vancouver. Monks’ condition was not immediately available Wednesday afternoon.

According to a probable cause affidavit, Yukhimchuk was driving a 2005 Volvo XC90 east, downhill on Southeast Vernon Road, when he crossed into the oncoming lane. Monks was driving a 1984 Subaru Brat west, uphill on Vernon Road, when the Volvo struck the front left corner of his car.

The force of the crash caused both cars to rotate counterclockwise. The Volvo tipped and rolled over a guard rail and slid down an embankment and lodged between two trees. The Subaru’s driver’s side was ripped open, and the car was pushed into the guardrail, the affidavit said.

Officers at the scene contacted Yukhimchuk and reportedly smelled alcohol on his breath. Yukhimchuk initially denied consuming any alcohol or drugs before driving but later admitted to drinking two shots of alcohol, court records said.

He then took a field-sobriety test, during which he showed signs of impairment, court documents said. A breath test found Yukhimchuk had a blood-alcohol content of 0.067 percent, according to court documents. Washington state law limits blood-alcohol content for those younger than 21 to 0.02 percent.

During his court appearance, Judge Derek Vanderwood appointed Yukhimchuk a defense attorney and set bail at $15,000.

Yukhimchuk will be arraigned May 18.
