Man paroled in Canada arrested for 1978 Port Angeles killing

PORT ANGELES (AP) — A man released on parole after serving 37 years for the murder of a woman in Canada has been arrested in another 1978 killing in Washington.

Tommy J. Ross Jr., 58, was being held in Clallam County Jail for investigation of murder in the death of Janet Bowcutt, 20, who was found strangled in her Port Angeles apartment in April 1978.

Ross was picked up by Whatcom County deputies after being granted parole on Nov. 10 in Canada and deported, The Peninsula Daily News reported.

A Clallam County judge on Wednesday found probable cause to hold Ross and set bail at $1.5 million.

Clallam County prosecutors said they believe the two cases are related.

In a probable cause statement, a detective wrote that Forbes was found “fully clothed, bound, gagged and strangled in a very similar manner as Bowcutt.”
