Ex-con accused of kidnapping, rape, torture

Vancouver man met up with ex-girlfriend after prison release

A Vancouver man who was recently released from prison is now accused of kidnapping, raping and torturing a former girlfriend before parading her around his nephew to show him “what happens to girls who don’t comply,” according to court documents.

Kivenson Elies, 29, appeared in Clark County Superior Court on allegations of first-degree rape, first-degree kidnapping and second-degree assault, all domestic violence-related.

Elies met with the woman Tuesday in Oregon after being released from prison. He had been serving time for second-degree domestic violence assault and unlawful imprisonment, according to an affidavit of probable cause filed in the case.

When he got into the woman’s vehicle, he grabbed and squeezed her hand, demanding that she give him money. He forced her to drive to a bank to withdraw $500 for him, the affidavit states.

Elies then forced the woman to drive to Motel 6 in Vancouver, 221 N.E. Chkalov Drive, where he allegedly raped her. He repeatedly punched the wall to intimidate her into complying and burned her left hand with a lit cigarette twice. Elies reportedly told her that if she “did not give him the hand, he would burn her face,” court records said.

He told the woman he inflicted the burns because she didn’t perform the forced sex acts to his satisfaction, according to court documents. He then “paraded (the woman’s) injuries in front of his nephew to show, ‘This is what happens to girls who don’t comply,'” the affidavit reads.

Judge Scott Collier set Elies’ bail at $500,000. He will be arraigned Feb. 1.
