PORTLAND, Ore. (AP) — Gov. Ted Kulongoski is expected to discuss recommendations for restructuring state government in Friday’s speech to the City Club of Portland.

Suggestions for dealing with deficits come from the governor’s “Reset Cabinet,” which is made up of agency heads.

Kulongoski is looking at options for delivering services that control costs as the state recovers from the recession.
