EWEB, Eugene clash over Veneta water sale

EUGENE, Ore. (AP) — The Eugene City Council and the Eugene Water & Electric Board disagree over which has the authority to sell water to a town outside the city limits.

City Manager Jon Ruiz has informed the council that the city charter gives it the power to approve EWEB water sales outside the city limits.

If the council agrees with Ruiz, the city would make that argument in a lawsuit the utility filed in April seeking to clarify which has the authority to decide the water sale to Veneta.

A section of city code says EWEB shall not provide water outside the city limits unless the council approves.

But utility officials maintain they don’t need council approval because the water will be sold wholesale to the fast-growing town west of Eugene.
