KENNEWICK, Wash. (AP) — A Kennewick police officer who shot and killed a Richland man during a traffic stop last year has returned to duty.

The Tri-City Herald says a shooting review board found the actions of Officer Lee Cooper lawful and proper. A federal investigation by the U.S. attorney’s office in Spokane closed three weeks ago without charges being filed.

Kennewick Police Chief Ken Hohenberg released new details about the case Friday. He said 39-year-old Christopher Villarreal swerved his car toward the officer’s motorcycle about two minutes before backing his car into it in September 2009.

The review board said Villarreal showed a disregard for community safety.
