Ore. town may disband police force after shooting

ELGIN, Ore. (AP) — Some residents in the rural city of Elgin, Ore. are pushing to disband the police department after a longtime resident was shot and killed by an officer.

Richard “Dickie” Shafer died Aug. 1 when the officer responded to a domestic dispute at his home. Shafer’s wife called 911.

Few people know exactly what happened that day. Outside law enforcement agencies are investigating, and the officer involved, Eric Kilpatrick, has been placed on administrative leave.

Police Chief Kevin Lynch says he believes the investigating will clear his office of wrongdoing, but some residents say the department should be eliminated and law enforcement services handled by the county.
