SAO PAULO (AP) — Brazil’s lawmakers have approved changes that could cut bureaucracy stalling construction for the 2014 World Cup and 2016 Olympics.

The lower house of Congress voted late Wednesday on a measure that facilitates bidding on projects tied to both events. The measure also includes more flexible rules for work leading to the 2013 Confederations Cup.

The government says the new rules are critical. Critics warn they may lead to misuse of public money and overspending.
