2 top state managers replaced after investigation

SALEM, Ore. (AP) — Two top state managers at the Oregon Department of Human Services will be replaced following an investigation into how more than $24 million was spent.

The Oregonian reports that James Toews, a longtime assistant director at the Department of Human Services, has been relieved of all management responsibilities but will stay on as a policy advisor. His deputy, Cathy Cooper, will retire.

The staff shake-up follows an investigation into fraudulent practices within the state-federal “On the Move” program that helps move people from long-term nursing home care to less expensive community settings.

The report, obtained by The Oregonian, found no criminal wrongdoing. But it faults the program manager for failing to adhere to contract payment policies and “knowingly and intentionally” failing to report accurate figures.

Toews and Cooper declined comment.
