INDIANAPOLIS (AP) — Mark Emmert says its time to get tough on rule-breakers.

The NCAA president believes the governing body should dish out harsher punishments, though he did not offer any specifics Tuesday.

Emmert also would like to expand the rules structure to include up to five possible violation categories. Current rules include only two categories — major and secondary.

And Emmert told reporters the NCAA is looking at ways to tighten the rules against third-party members. The issue became a hot topic last fall when Heisman Trophy winner Cam Newton and his father became the subject of an NCAA investigation.
