Ore. Senate approves kicker switch to credit

SALEM, Ore. (AP) — The Oregon Senate has approved switching the kicker refund from a check to an income tax credit.

The Oregonian reports the Senate voted 17-12 Tuesday to change the state’s one-of-a-kind kicker rebate law approved by voters in 1980.

When state revenues beat projections by 2 percent or more, the entire surplus must be kicked back to individual and corporate taxpayers.

State officials say it cost about $1 million for postage, printing and administration the last time kicker checks went out, in 2007.

There haven’t been any kicker checks in recent years because revenue trends have been far below projections.

The bill now goes to the governor for his signature.
