Oregon Democrats introduce new kicker changes

SALEM, Ore. (AP) — Democrats in the Oregon House are offering two new plans to change the kicker law by giving smaller checks to the rich.

House Democrats released their proposals on Thursday as a Senate plan appears to be floundering. One proposal would allow Oregonians to keep the first $500 of any kicker refund, and the rest would go into savings for economic downturns. The other bill would allow them to keep the first $250.

Proponents say the measure would allow most families to collect their entire kicker checks.

Lawmakers in the Senate tied kicker changes to capital gains tax cuts, but the idea got a frosty reception from House leaders of both parties.

A House Republican spokesman says he hasn’t seen the plan and can’t immediately comment.
