Clarification: Tuition credits

Tuition credits: One hundred units of Guaranteed Education Tuition will pay for a full year’s tuition at many higher education institutions in all states and overseas, but not at all institutions. The credits are based on tuition rates at Washington state’s most expensive public university. A Wednesday editorial did not draw that distinction.
