SALEM, Ore. (AP) — A Spanish teacher in Portland has been named teacher of the year in Oregon.

State Schools Superintendent Susan Castillo says Elena Garcia-Velasco of Roosevelt High School has created a culture of college expectations among a student body that has many impoverished and transitory students.

Castillo says the teacher will get a $5,000 cash award and a trip to Washington to meet Education Secretary Arne Duncan and President Barack Obama.
