About 2:22 p.m., Nufar Tedorov, 72, was at the wheel of a 1990 Toyota Camry, headed north on Interstate 5 one mile north of Vancouver, when he noticed the police car approaching, according to a bulletin from the Washington State Patrol.
Tedorov moved the the right but hit the left front of a 2001 Dodge Durango driven by Kathleen Phillips, 62, of Beaverton, Ore., the bulletin said.
