PORTLAND, Ore. (AP) — The widow of an inmate slain by a man on Oregon’s death row says her husband’s killer is mentally competent to be executed.

The execution of Gary Haugen has been put off while the state evaluates his competency. He is due in court for a competency hearing on Tuesday in Salem. Haugen has waived all of his appeals and asked to die, but his former attorneys were able to block his most recent execution order.

Oregon Public Broadcasting reports (http://bit.ly/oLZKkm ) Clarinda Perez, the widow of an inmate Haugen was convicted of killing, says Haugen has proved to her that “there are bad people.”

Haugen has denied killing Perez’s husband in 2003. He was convicted and sentenced to death.
