Portland mayor won’t reinstate fired officer

PORTLAND, Ore. (AP) — Portland’s mayor says he won’t implement an arbitrator’s ruling that a police officer fired after he shot an unarmed man in the back in 2010 should be reinstated.

Mayor Sam Adams said Thursday the city attorney thinks there are sufficient legal grounds to challenge the reinstatement of Officer Ronald Frashour.

Adams says he believes the officer violated Portland’s policy and training protocols regarding allowed use of deadly force when he shot Aaron Campbell.

An arbitrator ruled last month that the city should reinstate Frashour with lost wages. Police training instructors testified at arbitration hearings that Frashour followed his training when he used deadly force against the distraught 25-year-old man on Jan. 29, 2010.

Officer Daryl Turner heads the Portland police union. He says the union plans a legal challenge of Adams’ decision. The two sides will likely meet next before the state Employment Relations Board.
