PORTLAND, Ore. (AP) — The Portland City Council approved a $250,000 settlement Wednesday with a man who was mistakenly arrested by police who suspected he was a graffiti tagger.

Dan Halsted was jolted five times with a Taser as he was walking home four years ago from a restaurant. He was never charged with a crime.

KATU reports (http://is.gd/c808T2) police recently completed refresher training on the use of Tasers.
