Why is it when I drive down Mill Plain Boulevard east of Interstate 205 I’m greeted by a center divider strip full of weeds? Not little weeds but big weeds. This is too bad because it’s obvious that the local businesses along this section go to great pains (and expense) to keep everything very nice. Could it be that someone is being a bad neighbor? I say we call someone with a weed eater to do a day’s job and bill the offending neighbor. Or does it work that way? My recent guests from China wanted to know.
