Topper takes Oath

Vancouver attorney Stephen Horenstein swears Alishia Topper, 35, in as a new member of the Vancouver City Council on Tuesday afternoon. In November, Topper defeated Councilwoman Jeanne Stewart with 52.1 percent of the vote. Topper works as senior director of development for the Fort Vancouver National Trust. Topper asked Horenstein to swear her into office and he had the legal right to do that as a notary public.
