SCAPPOOSE, Ore. — The Columbia County Sheriff’s Office says a 32-year-old registered sex offender kidnapped a woman he met fishing Sunday near Scappoose.

Deputies were called Sunday night when witnesses saw the man hit the woman with a vehicle and leave her on a road near Highway 30.

KATU reports deputies later arrested Micah Leroy Bills and jailed him on multiple charges, including attempted rape and attempted murder.

Undersheriff Andy Moyer says the woman was taken to a Portland hospital and is expected to survive.
