The head of Multnomah County’s health department was arrested on an accusation of domestic violence, but her husband declined to press charges.

Lillian Shirley allegedly bit her husband Monday evening, hours after he had asked for a divorce in an email.

The 65-year-old Shirley has led the county health department since 1999. Her arrest was first reported by the Skanner News.

A police report says the husband, Tom Davidson, had a bite mark on his right leg and another between his shoulder blades.

County spokesman David Austin declined comment when contacted by The Oregonian, saying it’s a personnel issue.
