ST. LOUIS (AP) — St. Louis Rams cornerback Cortland Finnegan is inactive with a thigh injury against the Jacksonville Jaguars after being listed as doubtful.

Rookie running back Zac Stacy makes his first career start Sunday for the Rams, who were held to 18 yards on 19 carries in their last game against the 49ers. Trumaine Johnson, who had been questionable, started for Finnegan.

The winless Jaguars had both starting wide receivers, with Justin Blackmon making his season debut after a four-game suspension and Cecil Shorts ready after being questionable with a groin injury. The Jaguars had already ruled out starting tight end Marcedes Lewis (calf) and free safety Dwight Lowery.

Backup defensive end William Hayes (knee) also is inactive for the Rams.
