OAKLAND, Calif. (AP) — Terrelle Pryor is inactive for the Oakland Raiders on Sunday because he has not fully recovered from a concussion and Matt Flynn will start in his place.

Pryor practiced on a limited basis during the week and was a possibility to play Sunday’s game against Washington but was held out.

The injury gives Flynn his third career start and first since throwing six TD passes in the final game of the 2011 season for Green Bay against Detroit. That earned him a big contract from Seattle, but he was beaten out for the starting job last summer by Russell Wilson and then again this summer by Pryor in Oakland.

Kicker Kai Forbath (groin) is inactive for Washington. John Potter will kick in his place for the third straight week.
