SEATTLE — The Humane Society of the United States hopes to identify the person responsible for neglecting a dog so severely that its embedded collar had to be surgically removed from its neck.
HSUS says it is offering a maximum $5,000 reward for information leading to the arrest and conviction of those responsible. The dog was found last week in West Seattle.
It took 20 minutes of coaxing by an animal lover and a Humane Society law enforcement officer to lure the frightened dog out of hiding on Thursday.
The animal is now in the care of the Seattle Animal Shelter.
The Humane Society says first-degree animal cruelty is a class C felony punishable by a maximum five years in prison and $10,000 fine.
