Vancouver police dept. promotes 3 sergeants to lieutenant

As part of the agency’s reorganization, Vancouver Police Department promoted three sergeants to lieutenant Friday.

Scott Creager, Greg Raquer and Kathy McNicholas were all promoted to the rank of lieutenant during a ceremony Friday afternoon in council chambers.

Assistant City Attorney Jonathan Young swore in the new lieutenants, as well as Patrick Kennedy, Spencer Harris and Chad Williams, who were promoted to the rank of sergeant.

The rank of lieutenant was eliminated during the tenure of Chief Cliff Cook. However, an analysis by the International City/County Management Association’s Center for Public Safety Management recommended that the rank be reinstated to address a hole in day-to-day management.

The promotions mean that VPD now has seven lieutenants and four commanders.
