The Health Systems Quality Assurance Division of the state Department of Health recently took disciplinary actions or has withdrawn charges against these Clark County health care providers.

In November, the secretary of health immediately suspended the credential of massage practitioner Todd Christiansen, also known as Todd Harris. The charges state that his license to practice massage in Oregon was suspended in 2005 due on allegations he massaged a client’s crotch and breast areas without permission; discussed things of a sexual nature with a client; talked on his cellphone while providing services; adjusted a client’s neck like a chiropractor; and used a micro-current machine on a client while reading to the client that the machine helped in areas like energy, stress, and sexual power. Christiansen allegedly didn’t notify Washington that his Oregon license had been suspended, and didn’t complete the terms and conditions required by Oregon.

In November, the secretary of health entered into an agreed order with surgical technologist David Paul Harlan that permanently revokes his credential in Washington. Harlan was convicted of first-degree child molestation.

In November, the secretary of health entered into an agreed order with independent clinical social worker Barbara L. Wilkins to surrender her license. Wilkins provided treatment below the standard of care and was at the end of her effective practice.
