Letter: The few decide fate of many

I read in the Nov. 13 story “Court: Legality of I-1366 unclear” that in this most recent election, Initiative 1366 passed with 52 percent of the vote. We also see that voter turnout was only 38 percent. That means if I-1366 passes court muster, the Washington state Constitution might be amended following the will of only 20 percent of eligible voters. This is democracy?

What should be on the next ballot is a constitutional amendment that only allows amendments when passed with at least a 66 percent voter turnout.
