Our counties in the Columbia River Gorge should get so much a barrel for every barrel of oil that comes through the Gorge and require that it could only be shipped through the Gorge by barge. Barges have a long history throughout the industrial countries for moving oil and gas with an average of fewer incidents. As to where this terminal should be placed, the safest place would be as close to the mouth of the river as they can.
