Vancouver – The public comment period for the proposed Vancouver Energy oil terminal’s state stormwater construction permit is now open.

Vancouver Energy proposes to build an oil transfer terminal at the Port of Vancouver to ship oil by marine vessels to refineries along the West Coast.

The state Department of Ecology’s Construction Stormwater General Permit is for industrial construction that might affect water quality. Under state law, the Energy Facility Siting Evaluation Council, which is evaluating Vancouver Energy’s plans, is allowed to grant the permit otherwise issued by Ecology.

Members of the public are allowed to comment through Nov. 29 online, in writing or in person at an upcoming meeting. Comments can submitted online at efsec.golder.com/Comment/CreatePublic.

They also can be submitted in writing to: State of Washington, Energy Facility Site Evaluation Council, P.O. Box 43172, Olympia, WA 98504.

A public comment meeting on the construction stormwater permit will be 2 p.m. to 8 p.m. Nov. 29 in Clark College’s Gaiser Hall, 1933 Fort Vancouver Way, Vancouver.

Speakers will be chosen in a lottery fashion. Speakers must first visit the sign-in booth for a ticket. Registration begins at 1:30 p.m.
