The Washington State Energy Facility Site Evaluation Council is hosting a public hearing on the draft National Pollution Discharge Elimination System construction stormwater general permit for Vancouver Energy’s proposed oil terminal.

The public meeting will be from 2 to 8 p.m. today in Gaiser Hall at Clark College, 1933 Fort Vancouver Way, Vancouver.

If approved, the Vancouver Energy rail-to-marine oil terminal would be the largest in the United States, capable of handling up to 360,000 barrels per day. Vancouver Energy is a joint venture of Tesoro Corp. and Savage Cos.

The evaluation council is authorized to grant coverage under this type of permit issued by the Department of Ecology. The Ecology construction stormwater general permit gives coverage for construction work the company is proposing.

The council will consider all comments before making a final decision on whether to issue the permit.

The construction stormwater general permit, letter of coverage and permit fact sheet can be viewed online at http://www.efsec.wa.gov/Tesoro-Savage.shtml.
