PORTLAND — The Multnomah County District Attorney says no charges will be filed against a mentally ill homeless woman who gave birth to a stillborn baby during a snowstorm.

The prosecutor reviewing the case concluded earlier this month the woman had not committed any crime.

The baby was found Jan. 9 after emergency responders were called about a woman standing at a bus stop with a newborn. The mother who had not sought medical care was unable to provide investigators with coherent information.

The death came during an unusually harsh winter in Portland that saw four homeless adults die from the cold. The string of deaths sparked public outrage about the inadequacy of the safety net.
