I’ve noticed all around the homeless camps are mountains of garbage. Why can’t the people from these camps police themselves and around the city, so that the working people of the city don’t have to volunteer their free time to do it?
The city could pay folks by the pound of litter and it would keep our city clean, and maybe help these folks feel that they are contributing.
