Letter: County charter comes up short

By John W. Higgins, BATTLE GROUND

I’m a little confused as to what we ended up with here with our vaunted home rule charter. I thought we were supposed to have an independent county manager not under the thumb of the council.

Now we appear to have a temporary manager that is not a county employee but rather contracted directly under the council’s thumb who walks in the first morning and immediately meets in private with three of the five members of the council. Couldn’t be that he was given his direct marching orders in that meeting, could it?

So much for the home rule charter, the open meetings act’s spirit at least, and independence of the office of the county manager. Change is such a wonderful thing.
