Vancouver mom accused of child abuse

A Vancouver mother who’s accused of being intoxicated and dropping her two toddlers on the ground, fracturing one child’s skull, appeared Tuesday in Clark County Superior Court.

Jasmin C. Crump, 34, appeared on suspicion of first-degree assault of a child, reckless endangerment and three counts of third-degree assault, court records show.

Shortly before 6 p.m. Monday, Vancouver police responded for a welfare check in the area of Northeast 150th Avenue and Northeast 149th Court, where they found a woman, later identified as Crump, lying on the ground with three small, crying children, according to an affidavit of probable cause.

Two witnesses said they had tried to help Crump and her children after hearing them crying. When asked if she needed help for her children, Crump said, “What children?” Crump was swearing and appeared to be “out of it,” the affidavit states.

At one point, she stood, holding a 17-month-old child and dropped the child on the grass. The witnesses said another child, also 17 months old, walked out into the street. They picked him up and gave him back to Crump, who appeared to be upset by this, the witnesses said. Crump then picked up the toddler and dropped him on his head on the sidewalk. The boy began crying, according to court documents.

Police arrived about a minute later and were flagged down by the witnesses.

When the officer approached Crump, she attempted to stand but began staggering and sat back down. Officer Janell Cusick said she could smell the odor of alcohol coming from Crump, and her eyes were red and watery, court records state.

Crump became upset, began swearing and tried to get up and leave. Cusick grabbed her arm, and in response, Crump grabbed the officer’s arm and refused to cooperate. The officer took her to the ground. Cusick’s right arm and hand were injured during the struggle, the affidavit said.

Additional officers arrived on scene and placed Crump in handcuffs, leg restraints and a spit guard after she attempted to bite and spit at them. Cusick was treated at Legacy Salmon Creek Medical Center for her injuries, according to court documents.

While being transported, Crump kicked a medic in his genitals. She also scratched and bruised a nurse’s hand while at the hospital. The nurse was treated at the emergency room for her injury, court records said.

Child Protective Services took the children into custody. One was taken to the hospital for treatment of a skull fracture. He was later sent to Randall Children’s Hospital at Legacy Emanuel Medical Center in Portland, the affidavit states.

On Tuesday, Judge Gregory Gonzales set Crump’s bail at $200,000. She will be arraigned Friday.
