Letter: Third bridge should come first

Has anyone thought about how folks who want to cross the Washington-Oregon border will do that while the Interstate 5 Bridge is being replaced or upgraded? The only way to prevent an impossible traffic situation is to construct another (third) bridge or tunnel before any shutdown of the I-5 Bridge.

And, yes, users will have to pay tolls; this project cannot be done by virtue of government coffers.
